No. NauticEd's Powerboat courses conform to the US Coast Guard's American National Standard EDU-1. Each State is different in their laws and thus our courses follow the national and international standards.
For a state boating safety card, we recommend going to www.boatus.org/free there, you can get a state boater safety card for free. If your state is not listed, just take another state's license. Each state has reciprocity with other states.
NauticEd's courses, while also focusing on safety, they also focus on comprehensive boating skills, which is far beyond the scope of a state boating license. For example, the NauticEd Skipper courses teach extensive docking techniques, which is barely covered in a state license.
We recommend doing both your state boater safety card as well as the NauticEd's American National Standards course for competence, matched also with a NauticEd instructor-led on-water training program for complete competence.
